你好!祝贺你被北京大学录取为2022级外国留学生,欢迎你加入北京大学国际化大家庭。现就相关报到(注册)事项通知如下,请认真阅读并按时报到(注册)。

一、录取材料制作与邮寄
近期,北京大学国际合作部留学生办公室(以下简称“留办”)陆续为人在中国境内的外国留学生新生和人在韩国的韩国籍留学生新生制作并邮寄录取通知书和签证申请表。对其他新生,将通过电子邮件发送电子版签证申请表和录取通知书。

二、报到(注册)手续
报到(注册)手续由两部分组成,第一步是在留办注册,第二步是在院系注册。每一位新生均须按先后顺序完成以上两部分报到(注册)手续。
留办注册采用线上方式。8月24日(星期三)上午9:00(北京时间,下同)起,新生可在“留学北大(留学助手)”APP上进行注册,请于8月29日(星期一)前完成注册。“留学北大(留学助手)”APP说明见附件1。
8月28日为本科生的各院系线下报到日。当天到校的本科生,在完成留办注册后,前往各院系进行线下注册,并领取校园卡。不能到校的本科生,由院系指导进行在线注册,院系在线注册时间为8月25日(星期四)至9月9日(星期五)。因服兵役、生病原因需申请保留入学资格者,需于9月10日(含)前,向留学生办公室提出书面申请。逾期两周(9月11日及以后)无故未注册者,按自动退学处理。
8月29日为研究生的各院系线下报到日。当天到校的研究生,在完成留办注册后,前往各院系进行线下注册,并领取校园卡。不能到校的研究生,由院系指导进行在线注册,院系在线注册时间为8月25日(星期四)至9月9日(星期五)。因服兵役、生病原因需申请保留入学资格者,需于9月11日(含)前,向所在院系提出书面申请。逾期两周(9月12日及以后)无故未注册者,按自动退学处理。
8月28日和29日两天,留办也开放线下注册并为同学们办理签证手续。

三、到校申报
根据政策,留学生可以申请入境到校。按照学校整体工作部署,学位生留学生向院系提交到校申请,院系审批通过后报备留办。到校申报表见附件2。同时,也请同学们务必在“留学助手”APP的【疫情防控】模块中填报个人信息。该“留学助手”APP将伴随着同学们整个留学北大生涯,期间若有个人位置、疫情防控信息等任何变动,都请务必第一时间更新信息。

四、校内留学生公寓预订与入住
8月17日(星期三)早9:00,新生可在线预订校内中关新园留学生公寓。预订通知参见留办网站“2022年秋季学期北京大学中关新园留学生公寓网上预订通知”。

五、缴纳学费
留学生新生(部分奖学金生除外)必须及时足额缴纳至少一学年的学费。缴纳学费是留办在线注册的前置性环节。即日起至8月29日前应完成在线缴纳学费。在线缴纳学费流程见附件3。

六、购买来华人员综合医疗保险
外国留学生必须购买来华人员综合医疗保险,即日起至8月29日前须完成在线购买保险。入境学生须在入境前购买该保险。在线购买保险流程见附件4。

七、签证办理(针对已入境学生)
外国留学生应持“X1”签证(在华停留期限6个月及以上)、“X2”签证(在华停留期限6个月以下)入境。“X1”签证须在入境后30日内转换成学习居留许可。因疫情影响,外国留学生也可到校后将所持其他类型签证(境外申请的Z签证除外)转换为学习居留许可。相关说明和要求参见留办网站“北京大学外国留学生办理签证手续的相关说明”。

办理签证事务,须完成以下前置性环节:
1.本学年学费缴纳完毕;
2.已购买来华留学生保险;
3.学生本人两寸白底免冠照片一张(不佩戴眼镜);
4.已开具“(临时)住宿登记表”。外国人在中国境内居住,应当依照法律规定,办理住宿登记。在入住后24小时内,由留宿人、机构或者本人持住宿人的护照、留宿人的户口簿到当地公安机关申报,填写“(临时)住宿登记表”;
如果居住在北京大学的勺园或者中关新园留学生公寓,公寓管理部门会帮助外国留学生上传或者更新住宿登记信息,如需开具临时住宿登记表,请持护照前往服务台办理即可。如果居住在校外,外国留学生则必须及时同房东携带相关证件一并前往居住地所在辖区的派出所及时办理临时住宿登记表。
5.首次申请居留许可(指将所持签证转换为居留许可)的学生,还须提交由北京国际旅行卫生保健中心出具的《境外人员体格检查记录验证证明》。学生自行预约前往北京国际旅行保健中心进行体检或对境外体检结果进行验证。体检和验证流程见附件5。
在完成上述环节后,可在线申办签证事务。在线申办签证流程见附件6。

八、北大校内门户及校园网账号
所有新生须登录“校内门户”进行统一身份认证。用户名:学号(10位数字);初始密码:出生日期的八位数字YYYYMMDD,账号默认设置为未激活状态,激活流程见附件7。
为便于同学们使用校园网开展注册和线上学习,已预存两个月(9月和10月)的上网费用。校园网使用说明见附件8。从第三个月(11月)起,学生需自行支付上网费用。

九、选课指导与教学安排
由各院系根据培养方案对新生进行选课指导,并做好线上和线下教学安排。

9月5日(星期一),秋季学期正式上课。到校学生进行线下学习,未到校学生进行线上学习。

十、入学教育

Greetings to all!
Congratulations on your admission to Peking University (PKU) as an international student of the Class of 2022, and welcome to PKU’s international community! Please read the following information carefully and register accordingly by the deadline.
1. Preparation and mailing of admission materials
The International Students Division under the Peking University Office of International Relations (hereinafter referred to as “ISD”) has been mailing out admission letters and visa application forms for new international students in Chinese mainland and new South Korean students currently in South Korea. Other incoming students will be sent the electronic visa application form and admission letter via e-mail. International students currently overseas can apply to the Chinese embassy in their country for the study visa with related materials.
2. Registration procedures
The registration procedure consists of two parts: the first is to register at ISD; the second is to register at your respective department/school. Each new student must complete both registration procedures in the exact order mentioned above.
ISD Registration will be conducted online. Starting from August 24 (Wednesday) at 09:00 (Beijing time), new students may register on the “Study at PKU (Study in China Assistant)” APP. Please complete your registration by August 29 (Monday). See Attachment 1 for information regarding the “Study at PKU (Study in China Assistant)” APP.
August 28 is the in-person department/school registration for undergraduates. Undergraduate students who arrive on campus on the same day, after completing the registration, are required to go to their respective department/school for in-person registration to receive a campus card. Undergraduate students who are unable to arrive at the university should register online under the guidance of the department/school. Students who need to apply to retain the admission qualification due to military service or illness must submit a written application to the ISD before September 10 (inclusive). Those who have not registered within two weeks since the start of registration (September 11 and later) without any reason will be regarded as a withdrawal.
August 29 is the in-person registration day for graduate students. Graduate students who arrive on the same day, after completing the registration, are required to go to each department/school to complete in-person registration to receive a campus card. Graduate students who are unable to arrive at the university should register online under the guidance of the department/school. Students who need to apply to retain the admission qualification due to military service or illness must submit a written application to the ISD before September 11 (inclusive). Those who have not registered within two weeks since the start of registration (September 12 and later) without any reason will be regarded as a withdrawal.

On August 28 and 29, the ISD Office will also open in-person registration and will handle visa procedures for students.
3. Procedure for applying to return / come for the first time to the university
According to the overall arrangement of the university, degree international students must submit their application online through their department/ school. After approval from the department/school, it will be reported to the ISD. Please refer to Attachment 2 for the application form.
At the same time, students are also requested to fill in their personal information in the [Epidemic Prevention and Control] module of the “Study at PKU (Study in China Assistant)” APP will accompany the students throughout their study abroad career at Peking University. If there is any change in personal location, epidemic prevention and control information, etc., please be sure to update the information as soon as possible.
4. Reserving campus accommodation and moving-in for international students
New international students can book a room in the international student’s dormitory at PKU’s Global Village starting at 09:00 (Beijing Time) on Wednesday, August 17. Please visit the ISD website (www.isd.pku.edu.cn) to view the accommodation booking notice. To read the announcement regarding making a housing reservation, please refer to the “Notice of Online Reservation of Peking University Zhongguanyuan Global Village International Students Dormitory for the Fall Semester of 2022” on the ISD website.

5. Tuition fee payment
New international students (except certain scholarship students) must pay the full tuition fee for at least one academic year in time. Paying the tuition fee is a prerequisite for registration. Tuition fees may be paid online from now until August 29. The online tuition payment process is shown in Attachment 3.
6. Purchase of Comprehensive Medical Insurance & Protection Scheme for Foreigners Staying in China
International students must purchase Comprehensive Medical Insurance & Protection Scheme for Foreigners Staying in China. Purchase insurance online from now until August 29. Inbound students are required to purchase insurance before entry. See Attachment 4 for the procedure of online insurance purchase.
7. Visa application procedure (for students who have already entered Chinese mainland)
International students should enter China with an “X1” visa (for those who will stay in China for 6 months or longer) or “X2’”visa (for those who will stay in China for 6 months or shorter). The “X1” visa must be converted into a study residence permit within 30 days of entry.
Due to the impact of the pandemic, international students can also convert other categories of visa (Z type visas not included) into study residence permits upon arrival. For instructions and requirements, please refer to the “Relevant Instructions for Foreign Students of Peking University Regarding Procedures for Visa Application.”

The following requirements must be completed prior to visa processing:
(1) Your tuition fee for this academic year must have been paid.
(2) You must have already purchased insurance for international students in China.
(3) You must have already prepared one 2-inch square photo with white background (no glasses allowed).
(4) You must have obtained your “Registration Form of Temporary Residence.” Foreigners residing within the Chinese mainland must complete registration of their accommodation in accordance with the law. Within 24 hours after your arrival in Beijing, you must, together with your property owner (or representative of the organization hosting you), report to the local public security office with your passport and the property owner’s household register (hukou) and fill in a “Registration Form of Temporary Residence.”
If your accommodation is at Peking University’s Shaoyuan or Global Village, the dormitory management department will help with uploading or updating your registration information. The “Registration Form of Temporary Residence” can be issued at the reception desk upon presentation of your passport. If you will be living off-campus, you must bring relevant documents along with the property owner and go to the police station in the jurisdiction where you live to apply for a “Registration Form of Temporary Residence” in time.
(4) Students who are applying for a residence permit for the first time (refers to converting your current visa into a residence permit), must also submit a Medical Examination Record Verification Certificate issued by Beijing International Travel Health Care Center. Students should make an appointment themselves to Beijing International Travel Health Care Center for undergoing a medical examination or for verification of their overseas medical examination form. For the medical examination and verification procedures, please see Attachment 5.
Upon completion of the above procedures, residence permit application can be made online. See Attachment 6 for the online application process.
8. PKU portal and PKU account
All new international students must log on to the PKU portal for unified authentication. Your username will be your PKU student ID (10 digits); and your initial password will be your 8-digit birth date (YYYYMMDD). Your account is initially set to “inactive” by default; for activation instructions, please refer to Attachment 7.
In order to facilitate students’ use of the campus internet for registration and online learning, two months (September and October) of campus network usage have been pre-allocated to your account. See Attachment 8 for instructions for using the campus internet. Subsequently, starting from the third month (November), students will have to pay themselves each month for their own internet access.
9. Course selection guidance and teaching arrangement
According to the teaching plan, your department/school will guide you in selecting your courses and planning your online and/or in-person classes.

On September 5 (Monday), the fall semester will officially start. Students who can arrive at school will attend in-person classes, and students who cannot arrive at school will take their courses online.
10. Orientation
Peking University is dedicated to cultivating innovative and leading talents from all over the world who will carry on PKU’s heritage, exemplify Chinese sensibility and possess an international vision for a community of a shared future for mankind.
As an important starting point for everyone to obtain an all-around education, the ISD and various departments will combine online and in person teaching methods to educate students about the university’s history, rules and regulations, security and pandemic prevention, and the use of library resources (specific arrangement will be announced later). This will ensure the smooth growth and development of new international students on the campus.
